MEMORANDUM OF INTERPRETATION

TRANSPAC has been asked by one of the competitors for an interpretation of water storage and usage, particularly when a water maker is on board. Specifically the questions are: “Can you dump the onboard water tanks once the boat is trimmed out for sailing downwind? Can you refill the tanks? Can you pump them back full? TRANSPAC’s interpretation of the applicable rule is:

“Prior to starting, you are allowed a 1 time filling of your choice as limited by NOR 16.2. After the start, you can use that water anyway you want, but cannot shift it. After the start, all water made on board must be stored symmetrically.”

In other words, if you want all the privileges of a water ballast boat, you need to rate as one.
